Lost, Stolen, Destroyed or Never-Received PR Cards
If you are a permanent resident and your PR card has been lost, stolen, destroyed or was never received, you should contact the PR Card Call Centre immediately.

实际操作:
1-先报警，不用打911，自己去警局报案就可以了，警察会给你一张receipt。
2-拿着receipt，去华咨处，填表，申请过，大约1个月之后，收到一封蓝色的信，有个指定时间去downtown的department去拿，就可以了。
